Foreign office have received a request

from Estonian Minister that if possible arrangements may be made for British ships to embark some 120

Estonian citizens at Shanghai should it be

decided to evacuate foreign residents to some

safer place.

Request that where British interests

are not prejudiced you will give sympathetic consideration to this and any similar requests

from representatives in Shanghai of nations who are without means of arranging the evacuation of their

own nationals.
